States hold money that companies lose track of (vendor refunds, closed bank accounts, uncashed checks, deposits, insurance/dividend payouts). California alone is holding about $15 billion, much of it in SoCal.

What "unclaimed property" actually is
In day-to-day operations it's easy for money to go dark: a refund to a bank account we closed, a vendor credit we never cashed, a utility or lease deposit, an insurance or escrow payout. When a holder can't reach the owner, they're legally required to turn it over to the state after a dormancy period. The state holds it indefinitely until the rightful owner claims it. There's no deadline to claim, and no cost.

One warning before anyone acts on this
Never pay a "finder" or respond to a text/email/call offering to recover unclaimed money for a percentage. Claiming is always free on the two sites above.
