Replace the roof and reinstall the existing solar panels. No new system. Here is the recommendation, the cost, and the timing.

Recommendation

Replace the roof, reinstall the existing panels

Go with Solar Panel Doctors to remove and reinstall our current panels for ~$23,575. No new system.

Total project: $141,850 roof (CalCom) + $23,575 reinstall = ~$165,425. This matches what Brian already asked for, it is the cheapest path, and it keeps the building on track to rent out by Aug/Sep.

Why not a new system

The installer pitched a new system with a federal tax credit, and on paper the net numbers looked competitive. But once you factor in how we are actually using this building, the new system does not make sense.

We are renting the building out. A new system's electricity savings would benefit our tenant, not us. We would be buying a $138K power plant for someone else to use.
Permits take 2 to 3 months. A new system would blow past the Aug/Sep rent-ready target and delay the urgent roof. A reinstall of the existing system needs little to no permitting and no new utility interconnection.
The tax credit was never the point. The whole 30% / 40% credit chase only applied to a new system. Drop the new system and the roof-bundling, the energy-community question, and the aggressive CPA sign-off all go away.

The reinstall bids

Brian asked for competing bids because the first quote ($35K) seemed high for a flat roof. We now have a local bid that is about $11K cheaper, which confirms his instinct.

Solar Panel Doctors' quote assumes 87 panels. We confirm the exact count at their site visit; fewer panels lowers it further. They want parking-lot space for two storage containers, roughly 2 days to remove and a week to reinstall.

Timing

The roof has to be done before the rainy season, and Brian wants the building rent-ready by Aug/Sep. Two things to lock down so the schedule holds:

Can the roof work be done in sections while the building is still occupied, or do we wait until it is vacated?
Confirm Solar Panel Doctors' permit and scheduling window (expected to be short for a reinstall, unlike the 2 to 3 months a new system would need).
